Why is this process keeps my laptop nvidia gpu on even when I am not playing any game or running anything that will use my dedicated gpu
It keeps the gpu running and the fans spinning
IGCCTray.exe does the same(intel gpu tray icon...even tho,there is no tray icon visible)

That is a misinterpretation, NV container is there on standby for use when you switch to discrete Nvidia graphics when playing a game. It is something like that, I'm not entirely sure.

Just don't display the Icons in the tray.
In the Nvidia Control panel(Optimus)
Desktop > ...
Also 3D Settings > PhysX visual indicator > ...

I only have 1 out of the 5 "Show display mode notifications". The rest just clags up the system tray with pointless icons.

Same principle just switch it off.
Intel Graphics Control Centre:
Preferences > System tray, leave open for faster loading > OFF.
System > HotKeys > Enable System HotKeys > OFF.
Restart Laptop.

Uninstall the driver with DDU and reinstall it with NVCleanstall (preferably Nvidia Studio Driver) - as mentioned in this step by step guide:
