Only want Startallback taskbar modification on second monitor only

My guess is that having the Taskbar on the right hand side of the first monitor is getting in the way. Like you, I don't think it's possible.

I like Windows 11 default taskbar aesthetic on my main monitor and right side taskbar second monitor for more screen real estate.
