Actually, there is a commercial program, that runs from a bootable media, that goes in and finds all the passwords on your PC, puts them into a list and then asks you which one you want to delete.
As a working PC Tech, at the time, I bought the program. I still have it, on a bootable Flash Drive, along with a few other Utilities.
But I would have to assume that any credible PC Repair Shop should have such a program.

If you can't log in to your PC, then you certainly can't install any new programs on it. Eh?
