PcaWallpaperAppDetect RunDLL error persists even though deleted or disabled

I've been having this problem for two weeks now. I have followed a guide on how to delete it so it doesn't load. That didn't work because the next time I booted up my PC it came back. So I disabled it. Just now when I booted up my PC its back again. How the foodle do I get rid of this stupid bullshit?

Btw I don't have PowerToys and I haven't updated to 24H2.
