After installing the latest update, Phone Link got an upgrade.
I get this image:

So, when I go to Settings I get this image:

My cell phone "Murray's S23 Ultra" is already chosen as the default.
I don't have another cell phone and don't have any other device that I want to link to.

How do I make this "upgrade" message go away, I have tried rebooting my laptop but results are unchanged.

Are you talking about the “Link New Device”? I doubt very much you could remove this. Also, it seems like a practical addition for people who have more than one device.
Microsoft doesn’t know that you only have one device. Perhaps in the future they will add an option to not ask you.

If you mean for the "+ Link new device" square, then it's not an upgrade message, but only just an option to add (link) another phone with the Phone Link app.

Yes, I know that it's just an option.
But, IMO, the "upgrade" message should go away if I have no further new devices to link.
I think that that I will post this as a possible error in the latest upgrade to this product.

There is no "Upgrade" message in Phone Link, as has been mentioned. There is a "Link New Device" option.
You only need to see it when you choose the "Primary Device" which you have. So you shouldn't have to see "Link New Device" again
