Problem with the administrator

That is the UAC prompt. It should ask you to give the name and password of an administrator account to continue, or if you are an administrator there would be a 'YES' button. If the only option is 'NO' then there are no administrator accounts on this PC. You need an administrator account to be able to change its settings or install software.

This Ten Forums tutorial shows how to repair this. It's the same fix for Windows 11.

Enable built-in Administrator account and from Administrator account create yourself new user account.

This video guide provides a detailed walkthrough on enabling the Windows built-in Administrator account using Hiren's BootCD.

Also, the first name/person used at the initial setup/install of Windows automatically is an Administrator, no offer given to change that.
