Solved Reading and Filling out PDF in Windows lightweight?

I like to be able to read PDF and fill them out. I don't need to edit them or convert them to a different format, just to read PDF and fill out things like a tax form and save the filled out form. What is the minimal configuration? I notice a lot of PDF can be view on browser like Firefox or Edge. Is this build-in or through some sort of extension, what's the downside of using a browser?

I rather not install Adobe Reader for Fox It if possible.

it depends on which browser. i can do as you want in FireFox but am not able to do so in Edge
but i have Edge locked down very tightly.

there is an open source free PDF called Sumatra which can do 'limited' PDF editing.

unsure if this would meet your needs.

Thanks, I was able to get PDF working in firefox. Initially it didn't work. I had an issue where the PDF always display in a black background, but managed to fix it after I reboot. I think this is a workable solution right now and create a further post when I need to do digital signing.
