I don't understand what is going on. I've rebuilt my rescue partition and I've updated settings with reagentc but they're not sticking. Does safe boot have to be off for this work?

But the log clearly shows errors and subsequent /info's show no changes. Here's a link to the log files I created Log Files

I'm closing this thread. I've discovered that my recovery partition, along with my system and Microsoft reserved partitions don't appear to be getting used the way they're supposed to. As in my BSD file is not in the system partition but on the c drive partition. I think the only way to recover is to wipe the drive and install clean letting Windows create the partitions it needs/wants.

You can restore a BCD to the EFI System Partition (ESP) by assigning a drive letter to the ESP, say S:. Then use the bcdboot command:
bcdboot C:\Windows /s S: /f UEFI. Then make sure the BIOS is set to boot from the ESP first in the boot order.

or just move the entire EFI folder from the os partition to the esp partition.
