Windows 7 and later by default use Microsoft dotNET version 4.x. Windows 10/11 uses the latest version, 4.8 However some applications require access to files from dotNET 2/3. These versions are available but disabled by default. To enable them go to Control Panel, Programs and Features, Windows Components. Click on the respective box and apply changes. You will be asked for internet access to download the relevant files, grant it to proceed. After you see the completion message try your application again.

Did you change UAC settings from Ultimate Windows Tweaker? That could explain why you're denied access.

Follow Brink's tutorial, and restore UAC settings back to the default.

I did have those components ticked in windows features so I uninstalled them then tried to run ultimate tweaker and it immediately saw that I needed the dotnet files. It downloaded and installed them but I still ended up with the same problem.
Thanks for the try tho.

You have one policy enabled.
Battery/DC power settings, GP or not, shouldnt cause a permission issue while running .NET based applications

Do you have .NET 3.0-3.5 enabled in “Turn Windows Features On or Off”?

(You could try making a new Admin user and testing with that to see if you are having general permission issues with your profile)

You may need to contact the developer

*Also - What is shown when you click the “Details” button?

This kind of message is when an application tries to use files from dotNET 2/3 and is not enabled in Windows Features or it doesn't have full access to them. If dotNET 2/3 is enabled in features, try to run the application with Admin rights, right-click on the shortcut and select Run as Administrator. If the issue persists try disabling dotNET 2/3, restart and enable it again. Also may the application be corrupted. Try uninstall it, restart and install it again.
dotnet was enabled. Uninstalled dotnet from features, rebooted, same problem.
I have a feeling I'm stuck for good on this one.
