Sir, if your Toshiba has a 64 bit CPU, then it will run Windows 11, that has been Rufusized.*
* With all the MS compatibility BS removed. So you can ignore all that BS.
Win-11 will NOT run on a 32 bit system. Period.
I just installed Win-11/Pro/64 on a very old Dell Latitude D820 (bios date 2008), (Google it), by cloning my desktop PC to a 120GB SSD and then installing the SSD into the Dell. It whirred, chirped, burped & fahrted, (only kidding) settled in, loaded a few drivers, and then took off running like it had been there forever. Time=less than five minutes.
So for those who are brave enough to try, running Win-11 on old hardware is no big deal. I've personally told how it's done, several times on this very forum, and a few others too. But, who ever listens to me?
But if you listen to the MS fan boys, you'll never get there!

PS: That old Dell Latitude has been running Windows 8.1/x86 (32 bit) for years, with only 1GB of ram and an old 80GB spinner.
To run Windows 11/pro/64, I maxed out the ram to 2GB and exchanged the old spinner for a 120GB Crucial SSD.
Today, the little ol' Dell is no speed demon, but it's running Windows 11 with no complaints at all. It will make me a nice traveling companion, if I ever go traveling again.
