Solved Snap behavior

I have a new laptop and the behavior is different from the old one. Same OS.
I turned off snap behavior because I want to be able to place a window w/out W11 snapping it to a particular spot. It can be done but it's easiest w/out snap.
Did the same on the new, but now when I win key > it does not snap to the right. When I drag a window right it does not snap 1/2way.
It will snap UP and it will snap down. EDIT: If I Win UP it snaps up but it will not snap when dragging.
Also, when a window is maximized I cannot just grab the title bar and drag it. I have to 1st double click the title bar, which makes it 'windowed/not maximized' and then I can grab it.

Yes, I did, but I did it on my old laptop and the behavior was different.

I am using allstartback, but I was using it on the previous PC as well. I don't think I selected anything that would cause this behavior.

Edit: maybe I changed this snap behavior elsewhere and just can't remember what I did.,...

If you turn off the Snap Windows feature entirely, then the keyboard shortcuts will not cause your window to snap. That is expected behavior. Is it possible that on the system where the keyboard shortcuts are working, you still have Snap Windows enabled, but you only disabled the option to show snap layouts when a window is dragged to the top of the screen?

Do this:

Go to Settings > System > Multitasking

Make sure that Snap windows is enabled. Click the arrow to show the other Snap windows options. Leave all the options enabled EXCEPT for the option called Show snap layouts when I drag a window to the top of my screen.

    The five 8TB drives and three 512GB SSDs are part of a DrivePool using StableBit DrivePool software. The three SSDs are devoted purely to caching for the 8TB drives. All of the important data is stored in triplicate so that I can withstand simultaneous failure of 2 disks.
