When a folder starts with the "working on it..." slowness... right click the drive or folder and choose the Customize tab.
Under "Optimize this folder for: Choose: "General Items"
Also, put a check mark in the box that says: "Also apply this template to all subfolders"
Then restart File Explorer.

Somewhere around the July or August patch Tuesday, I started having this problem.
Every time I opened a folder with a lot of items... I would get the dreaded "Working on it..." delay.
The solution mentioned above, solved the problem for me.
For example... a folder I have that contains approx. 1000 movies, opens instantly now.
Hopefully it will do the same for others.

Note:
The next time I checked the Customize tab, the check box was un-checked again... but the folder still opened fast.
I had to go into Folder Options > View tab... and re-check "Show hidden files, folders and drives".
And I again, had to un-check... "Hide protected operating system files (Recommended)"
...to get the... "Also apply this template to all subfolders", check box to show as checked.
Gotta love Microsoft. LOL
