Stable internet connection (seemingly) but downloads inside browser and through applications fail consistently

Hi,

I have been having a major issue where I seem to have a fine network connection as far as I can tell. Speed tests are good, I can watch videos or even play online games with no issues. However, when I load web pages oftentimes they do not load all the way as if the connection was interrupted. Similarly in other applications such as steam images do not load fully on store pages and the like. Even more annoying, I consistently have issues download anything. No matter what browser I use, downloading applications or files inevitably fails and I have to retry multiple times before it is successful. Similarly, if an application I already have installed attempts to download an update it oftentimes fails or gets corrupted in the process.

This has been a consistent problem for multiple months. I have a completely different internet provider + modem & router than I had when I started having these issues, and I have had the issues regardless of ethernet or wireless connection as far as I can tell. I have also completely reset windows to no avail, and attempted, rather poorly, to ensure all my drivers are up to date + plus performed any reset processes I can find for internet related issues. Any advice or ideas?

parallel downloading

on the drop down menu click 'enable'
restart the browser and try a download to test.
