Strange characters on boot-up

My brother is getting these strange characters upon start-up. But when he re-starts they go back to normal, He says this is the clearest photo that is actually looks just like this

Hi, welcome.

Please teach your brother how to take a screenshot. Pressing the Prnt key should do it. Otherwise start snipping tool in Windows 11. You should be able to find it in All Apps in the Start Menu. or just use the search function and start typing Snipping Tool.
The photo is horrendous. However there may be a member that already knows what this is.

Interesting. Someone on the Macrium Reflect forum reported something very similar - strange characters appearing in a Reflect display. A reinstall of Reflect fixed his problem. Reinstalling Windows would be a bigger deal ... and there's no reason to assume the problems are the same.

I can't tell from the photo but could the characters be Japanese or Chinese? If so, I've seen this when Windows is told a field is ASCII but has invalid characters - valid UFT-8 characters that are not in the ASCII character set. Windows would assume the field as really UFT-16 and used that decoding to build the display. That seems unlikely in this case (since this seems to be the Windows desktop and Windows presumably knows what character set is being used), but it might be a starting point for diagnosis.

Does you brother have any 3rd party software that reworks the desktop display?

Macrium..hmm..thats odd. I dont or didnt have this problem, BUT, recently like this week when i started my PC i was getting a boot error that ive never seen before. Long story short my backup program Aomei Backupper Pro was the culprit. Ive been using it to backup my windows for months now but of course after the latest windows update it started tripping when i start my PC with an error stating something like some startup thing was absent and couldnt boot to windows. I un-installed the program, restarted, removed Aomeis recovery mode from the entries in the "msconfig window". And low and behold my PC works perfect again.
