Strange issue with files not showing up in folders after saving until later

I started having a weird issue. Example: Saving pictures from a web browser, or saving files in Paint Shop Pro, etc...

I'll save a picture, but when I go to the folder where I saved it, I don't see it. Properties shows no increase in file count either. But if I go back to the program that saved it, and look at the list of files in the Save As dialog box, I can see the file is there. I can also see that the file is there from accessing the same folder from a Ubuntu server using SMB to connect to the same windows folder.

After a certain amount of time (it seems), the file appears.

I can figure this out.

If the default location of your pictures folder is Onedrive, your data may be slow to sync because of poor internet upload speed. Depending on the size of the picture you are saving there can be a lot of latency if your upload speed is not fast enough.
You can tell the default location of your folder by right clicking on your pictures folder. Select properties. Location tab.
You can test your internet speed by going to Speedtest by Ookla - The Global Broadband Speed Test

I don't use one drive. This is happening in different folders on more than one drive.

Did you even check as I suggested? What is the default location of your pictures folder?
I'm not saving them to the windows "picture" folder. This has happened saving to my data E:/ drive in a specific folder (browsed to when saving as..) and also in a totally different folder on an external USB drive.

OK. Sorry, then. I've not encountered that. Just to be sure all your system files are valid, your might want to open a command prompt as admin and type sfc /scannow

Something else to test with would be a clean boot. If it doesn't happen in a clean boot, you have some software conflicting with Windows. Brink's procedure will help you weed out which one. Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts Tutorial

Frequently new files added to a folder will go to the bottom of the list, pressing F5 to refresh can help, in Details clicking a column heading will reorganize as ascending, click again for descending and both refresh the list. It's really not a new thing with Win11, goes back a ways.

I've refreshed. Even searching for the file in the folder doesn't find it, but its there.

Assuming that dir in a cmd prompt lists the file (please verify), the problem would appear to be specific to Explorer. See if the file appears when you use the old, Windows 10 Explorer. You can do that by opening Control Panel and clicking the up arrow icon twice.
