How do I get rid of that? Aggravating things MS does....
At Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Outlook\Options\General
in the right pane, create a new DWORD named HideNewOutlookToggle and set it's value to 1
Restart Outlook.
