Trying to bypass OOBE on a new HP laptop.

My wife just got a brand new HP Probook laptop. I'm trying to go thru the setup to setup a local account instead of a MS account. When the laptop first boots up, I do the shift-F10 to bring up the command prompt. The problem is, the keyboard is not responding. When I try to type in the command prompt, nothing shows up. Am I doing something wrong?

You have to put the mouse cursor in the window to make it the active window. Then you'll be able to enter using the keyboard
