I read your other thread about safe boot and login with pin issue and saw where you had done SFC and DISM. Just know those commands DO NOT repair or affect any issue related to a user account, only the OS.
I suggest you create a new local account to test with. (Change its account type to administrator) Restart and login to that account to see if you can do your troubleshooting from there.. Using another account can prove whether there is some sort of conflict or corruption in your user account that could have a great bearing on all the problems you have been experiencing.
