Video editing not using GPU

I am using Adobe Premiere Elements 15 for video editing.
CPU is Ryzen 9 3900XT.
GPU GeForce RTX3060Ti
RAM 32GB
My GPU does not seem to be doing anything. Even when rendering, the CPU will reach 50% or more usage but the GPU meter flickers between 0% and 2%.
Is there any way to test the GPU is setup correctly? I know absolutely nothing about them.

In Premier Elements, I believe there is a setting you could check

Select Preferences > General and use the checkbox highlighted in the image below to switch GPU-accelerated rendering on or off

Also, allegedly, the GPU Acceleration feature will be supported only by the graphic cards mentioned below in Windows. I have no idea if this list is up to date.

Also it depends on what codec are you compressing your videos to. As far as I know only AVC (aka h.264), HEVC (aka h.265), and AV1 are supported by nVidia or Intel or AMD hardware acceleration. I haven't used Adobe Premiere recently, but in other applications where you can chose from many video codecs, make sure the one you choose supports hardware acceleration, is not software only. For example, in Avidemux there is HEVC (x265) which is rendered in software, and Nvidia HEVC which is hardware accelerated. One is more precise when specific bitrate is set, the other is a lot faster but not very precise, the video file might be smaller (lower bitrate than chosen) or larger (higher bitrate than chosen).

Thanks for your replies. I can't do much checking ATM bevause I have a 3 hour render happening right now. The format is H264 MP4 - XAVC-S. I am using 4K video. The accelerator is ticked.

You might find that using the Nvidia Studio Driver over the Game Ready driver may be benificial.

Within that it says "GPU assists in processing certain tasks and features."

Those tasks and features may only be a small percentage of what is a mainly gaming oriented GPU tasks/features.

Nvidia say that "Studio drivers" are preferred over "Game Ready drivers".

You need to try smaller videos for testing purposes, 3 hours makes it very tedious.

I have an upcoming project for the Australian National Archives starting early in November.
We have all but completed the conversion of many BetaMax tapes, VHS & Beta video and various other formats. It was to be predicted that I had to work through 600 hours of tape. Unfortunately 300 hours worth have unrecoverable issues, mainly mould that has all but eaten through the tapes.
Cleaning was futile.

Still, 300 hours of tape to be sorted through, edited and archived.
I’m on my own, I do not for profit work and as much as there is a grant involved, I waved it. I’m thinking I shouldn’t have.

What editing software are you using?

What editing software are you using?

You might be able to recover some missing data if parts of the tapes are playable -- you'll have to do it in real time though -- use an HDMI splitter and output the video to a monitor and a hardware video capture device - then almost any sort of video editing program can manipulate the digitised output file. It depends on how damaged the tapes are and how much is "playable".

The hardware capture device will typically create an Mp4 file. I'm using a much older version but it still works when I want to capture / save things like SKY TV programs for later viewing

Hi Jim.
A professional video recovery & conversion service was used. Cost well over 10k to digitise and repairs were done where possible.
What was the worst of it had to be scrapped as minute by minute tape breakage, splicing, starting over would have cost toward $100,000, it was estimated.
I don’t believe the National Film Archives wanted to go there. And professional opinion said don’t. Also, we know copies were made, we just need to track them down however possible.
Tape is assorted from between the 70/80’s

I don't do much editing as most of my uploads are Twitch VODs/streams so very little is needed, but I do make sure the frames per second are all the same as I encode for YouTube. Most of the editing is very minor cut, paste, and insert. I use DaVinci Resolve since it includes an upload to YT function, and it's free to use.

I recall that during the initial run, you can choose from several programs for the commands to match (if you have more experience using a specific editor).

I capture HDMI using OBS Studio with a plugin to allow me schedule a recording. I use NVEnc to save in HEVC format in real time. SD video is captured at 2500Kbps which is almost lossless and gives a reasonable file size, HD is captured at 10000Kbps, not perfect but very good for amateur use. Audio is stereo and captured at 192Kbps in AC3 (aka Dolby Digital) format. I have the last nVidia Studio drivers installed and I have noticed an improvement in performance compared to a few versions ago.

UPDATE: I installed the Studio driver that you advised and the GPU meter is now showing some usage. Whether it speeds up video editing, time will tell. Thanks for everyone's input.
