I have set WinZip to always run with Administrator rights, so I can extract files to protected folders without having to elevate every time. I tried to right-click on a .ZIP file and selected "unzip to here" in order to extract the contents in the same folder without opening it first and I got "Error 740: The requested operation requires elevation". I was surprised, as it is supposed to run with Administrator rights. I quick Google search revealed that this is exactly the cause and I had to configure it to open normally (without Administrator rights). This worked, but it is weird. WinRAR doesn't have this silly bug. I just wanted to share my experience just in case anyone else has the same issue.

I had set to always run as Administrator for all users. I haven't tried to do it for the current user only, but I am not sure this will make any difference. Thanks.

Never mind. I also have WinRAR, so I use that to extract a file on the same folder. Also I noticed that WinRAR loads faster and extracts faster. For comic book readers, if you have a comic as individual JPEG files, you can create a .CBR (comic book file) with WinRAR but selecting all the images and saving as .CBR instead of the default .RAR You can then use a .CBR reader application to open the .CBR file and display the images in order.

Probably WinZIP also uses the temp folder, located at a subfolder of the user folder, but since it's supposed to have administrator rights, it should access the temp folder without issues. I think it is a bug.
