Win 11 not opening previous windows on restart or fresh start.

I did turn this feature on in Settings, but nothing was open when I started up today? I am really frustrated with Windows 11 as it also won't save my folders view types.

This feature only opens Microsoft apps - I know, annoying as anything. You can fiddle with settings inside of each program, for example with chrome or chromium based browsers you can go to Chrome's settings > On startup, and choose the "continue where you left off" option, or on edge enter into the address bar edge://settings/startHomeNTP And choose the "Open tabs from the previous session".
