Window 11 Pop up! Virus??

This pop up occurs almost everyday. I have to accept otherwise Outlook doesnt work. Can anybody please tell me if this is a virus?

Also, more and more files do not open anymore and have the attached sign. A yellow box. I use desktop dropbox application. In my online dropbox these files still open. Also my wifi connection fales a lot. Then have to restart laptop to reconnect. Norton 360 doesnt detect any threat. file box.webp

that overlay is tied to onedrive. are you syncing (or were you syncing) your desktop, documents, etc to onedrive by mistake?

EDIT:
before people think im crazy and want to say this is wrong lol... its onedrive when stuff gets archived that i was referring to

yes they are in my desktop dropbox folders. But more and more of them do not open anymore and have this yellow box. When I sign in on www.dropbox.com all files are there and opening without a problem. They do not have this yellow box icon

check your dropbox in the task tray. is it enabled/actively syncing? if the files are online and dropbox is not functioning properly on your windows install, then you will not be able to access the files as it cannot sync them live
