Windows 11 22H2 (22621.963) CS:GO Low FPS, stuttering in almost all games and emulators opening slow

I have around 200 FPS less in CS:GO Benchmark in Windows 11 22H2 then in Windows 10 22H2 and Windows 11 21H2. I have stuttering in almost all other games in Windows 11 22H2.
