Some comments from the Nvidia forum, first from a user, and second a response from Nvidia:

Just as the title says, with the new Win 11 22H2 update, games and browser video playback experience severe lag with the Nvidia FrameView SDK Service running in the background. Stopping the service seems to fix all the performance issues.

Thank you for your feedback. Windows 11 22H2 added new graphics debugging tools which are inadvertently getting triggered and this is leading to lower performance in games. We are working on a fix.
