Windows 11 doesnt remember or scale window sizes properly for different resolutions

I have the following issue. If you change between 4k with 200% DPI scale to 1080p with 100% DPI scale, Windows 11 doesnt remember the sizes of windows properly for each resolution, and everything is gigantic when you switch from 4k to 1080 and you need to resize everything smaller. This issue didnt happen in the past.

Is there a way to make Windows remember window sizes for different resolution? Or is there a 3rd party tool for this?
