Windows 11 laptop says recycle bin is corrupt delete yes or no

Hello - this is my first post so please excuse any mistakes I might make.

I have seen other posts for this issue; however, they offer fixes but they don't work for me. My error appears in the form of an error box with the question delete yes or no. It won't allow me to click yes or no. If I do, nothing happens. I can't do a ctrl + alt +delete so I can't restart the laptop. It won't let me off this screen. I've tried to keep it closed so it would log itself out or just turn it off ... no options. I can't go anywhere, I can't get to the command prompt to perform any of the suggested fixes and I'm stuck.

A little more information ... all I see is a black screen with the white box showing the error and I have a choice to click yes or no to delete the file. If I click on either button, nothing happens. I can't see anything else on the screen, none of my icons are there, I can't see the Windows button, search button, wifi button or anything on my Task Bar. Consequently, all of the tips on how to fix this are out of my realm of knowledge as I don't know what to do now.

If you can execute below command to delete recycle bin and reboot your computer, if you can't execute this command use the attached batch script to delte it.
