Windows 11 multilanguage image creation

Hi Experts,

we are creating a Win 11 24H2 image by downloading the image from HP site for our pcs.

Most of our pcs are in workgroup without internet and we use USB for re-imaging these pc.

I am trying to create a single image to support multiple language, so while creating the image i have added the language packs i needed along with English. then sysprep and capture the image and deploy the new image using DISM commands.

Once the OS installation is completed at OOBE i am selecting Japanese or Chinese or any other language, OOBE is completing and the most of the items are showing in selected language but still few items like desktop screenshots, under device manager are all showing up in English.

Kindly help on fixing this issue.

i believe the setting you are looking for is in language settings, time and regional
this is were you can set the preferred language pack system wide.

When you have multiple LP's installed, each user gets the option to set their own language preference.

But the system preference, as reflected in the Settings app, Lock/Logon screen, and various control panels, can be different. This is known as the Administrative Language Settings.

For testing i have selected Japanese at OOBE and completed the installation.

here i can see the desktop shortcut is showing in English wherein only recycle bin is showing in Japanese

Also while checking on the time and language its showing as Japanese as shown below.

But while checking on the device manager we are seeing few items showing in selected language and few are showing in English as shown below.

also herewith below find the installed language.

Device Manager uses whatever device names are provided by the respective driver's INF files. If they're not provided in multiple languages, Windows cannot translate them for you.

You will notice the top-level device classes are correctly localized, because Device Manager has a MUI DLL with translation text. I would assume if you started with a Japanese language ISO, some of the device names would be in Japanese.
