Windows 11 Pro 24H2 new user creation with Wifi/Ethernet Access Disabled

Hello friends, I am new to this forum.

I am trying to install Windows 11 Pro 24H2 with a custom requirement where there will be 2 user accounts. Ofcourse first account will be Admin who will have access to everything and other account will be Student who will not have any access to WiFi or Ethernet (those options will be disabled by default).

If a new user is added, by default, the ethernet and WiFI access is disabled or access to Wifi and Ethernet Devices will be disabled by default for new users.

Can someone please guide me in the right direction for this? Thank you.

No this is NOT what I am trying to achieve. When a new user is added, the settings for WiFi and ethernet must be automatically disabled rather than me going and doing it everytime as explained in that link. Thanks anyways.
