Windows keeps waking up my dgpu

I don't know what is doing on but opening almost anything(even notepad)changes the light indicator from white to red and after few seconds it goes back to white
When the dgpu is powered on(red light),programs start fast but when the light is white(even when running a program that is not using the dgpu)there is a notable delay before the program window appears

For example when the light is white,it takes 2 seconds for the notepad process to even appear in the task manager but when the light is read,it takes 1 or less

I have the latest drivers installed and the laptop bios
I don't have any monitoring software running and the nvidia app is not installed(I also tried forcing the igpu to be selected by default in the nvidia control panel but there is no difference)
The tray icon that shows what is using the gpu does not show anything

Maybe these pages about the difference between the dGPU and GPU will help:
Might it be possible programs are opening based upon one then switching to the other. I don't use dGPU but may have to in the future.

When I am playing a game or running something that is actually using the nvidia gpu,everything is opening instantly but when the nvidia gpu is in "sleep mode",there is always a notable delay every time I run something that wakes the nvidia gpu

It was not like that on my old laptop that was on Win10 and again with intel and nvidia gpu
The nvidia card was powered on only when I am running something that is configured to use the nvidia card...not something like notepad

Your laptop is suppose to have a Mux switch (allowing your system to use only the Dedicated Nvidia GPU / instead of Hybrid = Nividia + intel iGPU). You should be able to switch it - from MSI Center (or Dragon - or whatever you use). Instead of Hybrid Graphics Mode switch it to "Discrete Graphics Mode".

I don't want to force the nvidia gpu to be always used,that's not how my old laptop worked(the nvidia card was powered ONLY when it is actually in use)
The mode is set to hybrid and if I keep the nvidia gpu to always be on,the fans start to speed up(more noise)and is draining the battery faster for no reason(using the nvidia gpu to run notepad)

Then try different power/performance profiles from the Hybrid Mode. In this particular case - it's not a Windows issue. You can install Windows 10 on it and pretty sure it will act the same. Nvidia's own app and MSI Media center controls how your GPU works.

MSI Center is also not installed,I remove it long time ago and by the looks of it,it doesn't actually do anything other than changing settings that already exist

The laptop is still running in hybrid mode even without msi center installed and it also keeps the keyboard rgb mode I choose long time ago with the msi center
The MSI Center just takes around 1gb of space to barely do anything

I can agree that MSI Center is a not very nice OEM app, but in your case - that could be a solution to your problem. Hybrid mode has 5x Performance/Power Profiles - for your GPU:

Smart A.I. , Extreme Performance, Balanced, Silver and Super Battery. Depending on needs - it's enough to pick one of the 5x for Hybrid Graphics Mode.

Without it - your laptop is using NVIDIA's own Driver level power management profile. Normally should be Optimal Power - but there's no way of knowing that - if you don't have any GUI installed. Could be set to Consistent Performance - that would explain while it's used even with Notepad.

Seriously, you're creating problems for yourself - by removing any panel that can controls your hardware... then complain - that it doesn't magically know how to do that - just cause your older system had a driver set on the exact setting - that fit such requirements. You've been given solutions - for the problem. But i don't think there's anyone here that can solve a spoiled brad attitude (keep in mind that you're on a public forum - nobody's paid for any advice or even an official representative of the hardware you own). That being said, you're the problem - for the situation you're in. Only you can solve that.

I just installed the MSI Center and restart the laptop to make sure it runs fine
I open the app and set the mode to Balanced and close the app
Then I want for the light to turn white and then run notepad...it switch to red light and after few seconds back to white
Then I switch to ECO and did the same and the result was the same
Then I tried Extreme and MSI AI Engine and as I expected,no change
I went to hardware monitoring and wait for the light to turn white
When it did I run notepad and notest that those switch to a value and then back to N\A which means something is waking up the gpu

I think you have been messing in the Nvidia Optimus Control Panel.
below is mine for Notepad, note the Restore button & Restore Defaults.

You have probably messed with the Optimus side of things, certainly appears that way. I never use DDU.

Manufacturers supply their App with good reason e.g. for Thermal(Power) modes.
OK there will be some bloat, but you can ignore those items. The Vantage App on mine is 500 MB.
