Windows update and on restart issue with Chrome settings, open browser no longer opens prior tabs

Looking at it says controlled by Bing settings
Manage Bing settings I saw nothing about startup behavior for tabs

Do I need to stop using Bing now?

Nothing obvious and when I click on site settings, chrome takes me back to the first pic I show, running in circles.

Bing is an extension. Any idea? Not obvious to me. I could disable it
