Your OEM manages BIOS updates. Sometimes these are provided through Windows Update but usually you update them through the OEM installer file.

It sucks that you can't change the icon of a website but a workaround exists if you have Open Shell: drag the website to the desktop; change the icon to whatever you prefer and drag and drop it into your Programs Folder. Now you will see an option to pin it to Open Shell Start Menu. An option...

It seems like the video card is the culprit. You might as well replace it if you can't install the correct driver.

You don't have anything to lose by ruling out the hardware. At least get an opinion from them. If everything checks out ok, then do a clean install of Windows. You'd rather want to do an in place upgrade but you can't.

Sounds like hardware failure. Take your PC to a computer repair shop to find out what's wrong and fix it. Reinstalling Windows doesn't work.
