24H2 File Explorer problem - right click doesn't work

Windows 11
After I upgrade my computer from 23H2 to 24H2 with Windows Update, when I am in File Explorer, and I right-click on a file or folder, I only get the spinning circle and not the right-click menu. It never shows up.

Other parts of the OS (such as the taskbar) right-clicking works correctly.

Had had to rollback to 23H2 twice with this problem. Has anyone else had the same problem and/or know how to fix it?

Unfortunately, that didn't work. Reset everything in File Explorer, ran sfc /scannow, installed 24H2 and the same problem (you can't see the spinning cursor in the picture, but you can see that File Explorer is not responding):

Also, you might want to upgrade to 24H2 using the In-Place Upgrade, instead of Windows update.
It repairs Windows, and upgrades, at the same time.
And, you get to keep all your files, programs, apps, etc.

These days... every time there's a "Feature Upgrade" (like 23H2 to 24H2), I just do an In-Place Upgrade.
Unlike Windows Update, you won't be using the internet once you start the In-Place Upgrade.
And, as I mentioned above, it also repairs Windows files in the process. :-)

Unfortnately, the in-place upgrade didn't work either. Same problem with File Explorer.

Are you using any 3rd party tweaking tools?

Not on File Explorer that I know. Don't use any start menu type either. Have used such things as Winaero Tweaker, but not in any major way.
