Access second drive from main drive

Hi,i have two drives one im useing just now has W11 the other drive has W10 and they are set to duel boot.
i had an issue where both drives shut down after booting up within 1 min, i managed to sort the issue on W11 and its up and running fine,to do the same on the other drive with w10 cant be done as it doesnt give me time to get to the setting to stop it happening.
The question is,how can i access settings in my second drive (F) from what im booted into (c) to turn the setting s off that are causing issues in the (F) drive?

The setting on the drive i need to access is advanced ,system properties,start up and recovery and turn of auto restart.This is on the F drive but i need to be able to do it from my C drive,as explained above.

"Boot C: into safe mode…" howdoes that allow me to access the F drive settings

Ok boot F: into safe mode. Whichever keeps rebooting

Or boot to windows 10 recovery media, open Cmd there and run

wmic RecoverOS set AutoReboot = False

Re-install W11 bootloader for each OS you want to be able to boot into :

Thanks to everyone who helped,i went to F drive to go in safe mode it was either f4/f5 tried f4 booted up ,fully expecting it to shut down in under a min,it didnt and gave me enough time to get to the settings i required, dont know if this had anything to do with getting the c drive sorted,and i now have duel boot, i use easy bcd for this. Thanks for all the help again.
