Faced with a profile that works correctly and one that doesn't (and no other good leads to follow) the next logical step is to start looking at the differences between those two profiles. Yes, it's a needle in a haystack, but it can be done (it's what I spent a lot of my career doing). The difference could be in the file system, but it's usually in the registry. You will need a good comparison tool, such as Beyond Compare or WinMerge, and you will need to learn what is just noise what are important differences. Such comparisons were much easier in the Windows XP days (far fewer registry entries and far less noise). It's quite a PITA in Windows 10 and 11.
