Bypass Microsoft Account during setup.

I'm aware of shift+f10 or shift+fn+f10 but I had a windows 11 computer today that when I pressed those keys so it can open Command Prompt oobe\bypassnro which worked every other time but this time Command Prompt opened up in the background and I couldn't type in the command.

Is there another way to get around the Microsoft account besides command prompt oobe\bypassnro?
