You may pin it to Start, then pin to taskbar and/or pin it to right-click on File Explorer. Any of those work for me.

- no, you can't add Control Panel to the Start right click menu
but
- yes, you can pin it to the Start menu window
- yes, you can add it to the Task Bar
- yes, you can add it to the Desktop context menu

After installing all your apps, run this batch file. There is no Windows setting for automatically pinning new notification icons. You can just run the script again.

I don't know why I'd ever need this. I access the CP with a single Start click,

Pretty sure on two of my PC’s I still have Control Panel pinned to my taskbar. I enter it a bit so it made sense. Laptops, been a while since I booted them.
