PowerRun v1.6 will do that as well. NSudo is also very powerfull and can also be used. I use explorer++ for many other things in the Recovery environment.
They all don't need an installer.
I believe that SIW2 doesn't understand what that winpeshl.ini entry does beside the existing recenv.exe.
