Cannot download Windows 11 ISO due to Error 715-123130

I'm unable to download the Windows 11 ISO from Microsoft from any devices due to Error 715-123130? I previously downloaded different Windows ISO's through Rufus a few times and now my IP address got blocked from further downloads. How can I get my IP address unblocked? I tried waiting 24 hours from the last attempt and am still blocked. My last attempt was 8:13 AM yesterday and my next attempt today was 8:20 AM which a few minutes over 24 hours. I get the same error from the Windows 11 website and also from Rufus. I do not use VPN. My IP address belongs to Comcast Cable.

Restarting gateway won't work because Comcast uses persistent dynamic IP. I'm using a rented Techicolor CGM4331COM gateway. The only way to get a new IP is to unplug the gateway for 2 hours and then plug it back in but that will disrupt the entire household that needs internet from multiple devices.

You can get any ISO from uupdump.net. (It's not a direct download. You get a small utility, which builds the ISO.)

I'm not sure why Microsoft blocks IP addresses that get downloads via Rufus, but it appears to be the case.

@bobkn: that behavior -- blocking IPs that use the "Download ISO" feature in Rufus -- is just EVIL. If true, that's way beyond the remit of a responsible company. I'll make some discreet inquiries and see what I can find out. Unbelievable!

I've used Rufus to burn an ISO to a Flash Drive, and to even remove all the MS BS that usually goes along with a Windows install, but I've never heard of using it to Download an ISO from MS.
I won't ask how that works, because I won't get my ISO's from MS anyway.
There are other sources with a lot less hassle.

Rufus runs its own PS script to emulate a web browser downloading from MS's direct links. This feature's been around since 2019, but most users don't notice it in the UI. The only "hassle" is stepping through the menu choices: Windows -> 11 -> Pro -> US.
