Solved Can't Access Specific Website

So, I am currently building a website.... So, accessing that website's URL is pretty important. All of a sudden, I can't access that website and get a TIME OUT error. I can access literally ANY OTHER WEBSITE, except that one. At first I thought there was an issue with the server/webhost ... but everyone else, can access that website...

SITE IS UP
1. If I go to Down.com: Is It Down Or Just Me? Find out at Down.com ... it tells me that it's just me.
2. When I contact the webhost, they say everything is fine and they can access the site
3. If I call someone else to view the site, they have no issue.

Problem with WIFI / ISP?
I've tried access the site on multiple devices, but they ALL get the timeout issue. HOWEVER, if I access the site using my tethered phone connection, it works. So, that makes me think its something with my WiFi. I've called my ISP, but they aren't having any issues. I've run through the ISP checklist and restarted my router and modem, but still no luck. They claim that I need a NEW MODEM. But, that sound like a stupid "pass the buck" answer since it's only one site.

Other things I've tried ...
1. Restarted my computer
2. Cleared by browser cache, tried several different browsers (Firefox, Edge, Chrome), tried incognito mode.
3. Used cmd to flush my DNS.
4. Tried disabling Windows Defender (and other security software)
5. Checked my host file for the URL and IP address
6. Have no proxy or VPN active.
7. Have no security software blacklisting any websites.
8. Used Windows to reset the Network Adapter

Any thoughts on what I can do in Windows to possible fix this?

Can you access the server via FTP, does email work? Sometimes a server host has its own security and if you have been accessing the site a lot while setting it up, you may have been locked out.

If it's a new website, maybe your DNS hasn't updated fully. Have you tried an alternative DNS provider in your modem? It can often take several days for all DNS servers to update your new domain.

I can NOT access the site via FTP. It times out as well.

As for email, we don't have any email accounts setup with the site yet. (my other emails work though)

As for being locked out ... I checked with the webhost, an they didn't see any issue.

As for the DNS ... we haven't done a transfer and are just using an IP address. So no change or transfer has occurred (nothing to wait for).

Okay try this boot your computer with Ubuntu live bootable USB flash drive try connecting to website from Ubuntu if you can then we will know its Windows 11 if you can't then nothing to do with operating system you use.

Can you access the site using your phone while it is connected to the WifFi?
If NO.
Can you access it via your phone with your mobile data plan while disconnected from the WiFi?
If YES

Reset your router. Set it up again.

My router was pretty old, so I decided to just get a new one... And that solved the issue. I guess the old router didn't like my web work. :)

Did your old router get the same external ip as the first one?
Sounds more like you hit fail2ban with some frequent refreshing and got a temp ban on that server/vhost, that just dropped your packages, resulting in the issue you had. With a new router comes a new mac adress, so this might have gave you a new dhcp lease from provider.
If that is the case, i would first login to webpanel and check the logs.
