I just ran the portable version 1.7 Pre-Release Hot fix. The first then one needs to do is select the Windows version in the drop down box. This downloads the ViveTool options that are available for the Windows build selected.

Odd that. Worked for me when copilot was missing. After reboot had to go to Taskbar settings to turn it on though.
