So there is no way to get Windows, finally installed locally without internet, to ask me for a wireless driver?
According to the tutorial, starting with Windows 11 build 25987 (Insider Canary) ISO, when you need to connect to a network and there is no Wi-Fi drivers, you will be given an option to press an Install Drivers button to install drivers you have previously downloaded. So to answer your question that option is not available with the release version yet.

If you install offline using the command I listed above and is listed in detail in step 16 of the tutorial, you can install using a local account. Either prior to starting the clean install or from another device download your wireless driver and put it on a flash drive. After new windows boots, install the wireless driver.

While connected via an Ethernet cable, I did the clean install using Rufus and, having learned the hard way that using any drivers provided by MSI would result in the defective privacy agreement popping up each time I booted the PC, I downloaded the wireless driver directly from Intel's site. Even if I had known the Shift-F10 OOBE\BYPASSNRO trick, I would have continued encountering the problem with MSI Center, the manufacturer's management program. It took multiple attempts before realizing that I simply had to bypass installing this. I also realized that it was Windows automatic update that required the internet connection. Can't say that I'm fond of the Win11 Home Edition but thanks to the help and encouragement here, I have finally succeeded in the local installation without a MS account link. Thanks again.
