Desktop Icons keep changing positions on reboot

Windows 11
Running Windows 11 version 22000.593 but I'm sure the problem has existed with other older versions. I am using a Samsung UHD monitor set to the default 3840X2160 setting scaled to the recommended 150%. All is well except when "Auto Arrange" is turned on the Icons get rearranged every time I reboot. This does not happen on systems with "Normal Standard" monitors set to 1920X1080 or even older monitors running @ 1680X1050. When "Auto Arrange" is turned off on the system with the UHD monitor and the system is rebooted Icons are scattered in some new arrangement! Is there any way to make Windows treat the desktop Icons on the UHD monitor like it does on Standard Monitors? I don't want to turn off Scaling for obvious reasons like eye preservation etc.

Mine is set to-align icons to grid, auto arrange off, medium icons. They always retain the position I put them in. Scaling is set to 150%.
Try using the old way of locking icons in position-f5

Yeah, but I'm being difficult, I want to leave Auto Arrange on. Let me add that 1920X1200 screen resolution works too. On all the machines I have running 1920X1080, 1920X1200 and 1680X1050 with scaling set to 100% (Recommended) I am able to leave Auto Arrange on and the desktop Icons do not change sequence when the system is restarted. On the monitor running at 3480X2160 with the scaling set to 150% (Recommended) and Auto arrange on the Desktop will not retain the location of the Icons. Seems like a problem that Windows should be able to handle since I am using it's recommended scaling?

Only idea I've got then is that some monitors have an easy arrange feature. If yours has it and its on, it may be interfering with windows auto arrange. The reason I turn auto arrange off is I like to put my icons where I want them rather than where Windows thinks they should be. Guess I'm a control freak.
