This is a bug that I can live with but any advice on how to fix this? Did I set a policy or change the wrong registry settings to do this. This is on my main Desktop 23H2, 22631.4317 windows 11 version. Thanks

what bug are we looking at? it requires "s because there is a space in the path, if thats what you're referring to.

ON my laptop which is also 23H2, not updated to current specs i do not have to put the quotation marks at all and it will open said folder(s) that have spaces

sounds like command extensions are disabled. you can run
command prompt as admin

cmd /e:on
and restart explorer, but as far as i know that should only change the requirements for quotes for the command prompt window

try this for me:
Settings > Privacy > General > Let windows improve start and search results by tracking app launches > Turn this off, Win+R and type the path manually. if that works, turn it back on. it will have cleared the cache/history
