Only thing I can think of, that could cause this level of issues, would be Malwarebytes. Sometimes 3rd-party AV may cause havoc on Windows. Especially in between OS version upgrades. Windows 11 is quite young and it is possible MWB hasn't quite caught up yet.
Geforce Experience should be fine.
Razer software is known to have issues for some people, but not this level of problems. So I doubt it's that.
