The userChrome.css file has to be IN the Chrome folder.
This is what you "need" in the Chrome folder...

The... my_userChrome.css file is called by the regular userChrome.css file.
It's just a handy place to add code, so you don't have to go through that huge list.
And the file named userContent.css ...and the folders called: conig, css and image are all required for the userChrome.css (and if added the my_userChrome.css), files to function.
It's easier just to start with the Chrome 4.20.zip file in the 1st post of the Ten Forums topic.
Then change whatever you want.
You can also just get the latest version from GitHub...
