is there any way to change the color of folders when you hover over them

Might be possible in Stardock Windows Blinds and Skin Studio, I don’t know. They’re not free. You’d have to search the internet and site to see if you can.

Danny, I’m interested, does that have different hover colours or just change the overall colour?

It only has folder color globally, no hover. But it works great for me when I'm doing my Graphic design stuff and I can color coordinate my client folders so I know who I've sent a proof to, or approved for production.
