Ahh ok. OP’s issue is about workspaces in Edge.
Yeah..., I should have realized that and stayed out of it! Sorry 'bout that!

A workaround (for most pages?) seems to be to switch on then off Immersive Reader (via address bar ... or via F9) which refreshes to position.

Pretty cool. Just hit F9 twice (where available). Works.

What's funny, BTW, is when one hits F9, Edge (or Chromium?) converts the # in the URL into %23. In normal browsing mode %23 works equivalently to #. But in Immersive reader it doesn't. Immersive reader does not seem to recognize %23 and does not position the page properly. One has to manually go to address bar and replace %23 with # to force the Immersive reader to properly scroll the page. Weird...

Not, it isn't about Workspaces at all. A related problem in Workspaces is just a convenient example, illustrating where this capability would be useful, no more than that.

Again, the question is simple: how do I make the browser to re-position the page to the original #id after the page has been scrolled away from that position?

It appears that for Edge there's no elegant solution. The best solution we have is the one proposed by @BruceR above, and it is only applicable to pages that support Immersive mode. And most certainly this behavior is defined by Chromium, meaning that all Chromium-based browsers suffer from this issue.

Meanwhile, Mozilla gets it right: simply going to the address bar and hitting <Enter> will re-position the page to the #id. I wonder why Chromium implementers refuse to follow the same behavior (albeit most likely this is a simple design oversight, not a conscious decision).

Works on Chrome for me...

Just installed Chrome... Yeah, it works In Chrome. I remember that about a year back Chrome also behaved the same way the current Edge does. If the current Edge uses the same version of Chromium as the current Chrome, then the only explanation is that someone at Microsoft managed to screw something up in Edge specifically.

Edge for Android also compliantly scrolls to the #id for the currently opened page when one hits "Refresh". Only desktop Edge misbehaves for some reason.

It appears that they've made some changes in one of the recent Edge updates. If the address bar contains an URL with an #id, simply hitting Enter for the same URL in the address bar now causes Edge to re-postion the page to that id.
