Microsoft's free upgrade offer for Windows 10 / 11 ended July 29, 2016. The installation path to obtain the Windows 7 / 8 free upgrade is now removed as well. Upgrades to Windows 11 from Windows 10 are still free.

Details​

To upgrade to Windows 11, devices must meet the Windows 11 minimum system requirements. Some Windows 10 features aren't available in Windows 11. System requirements to experience some Windows 11 features and apps will exceed the Windows 11 minimum system requirements. Find Windows 11 specs, features, and computer requirements.

The "Remove PC" choice in your MS account is for licenses you no longer need or want. I'd keep it in the list if you intend to or might migrate it .

Yes, the changes MS made to disallow free upgrades have also broken the Activation Troubleshooter. I spotted that a month ago.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.

Actually, if one goes back in time to early days of Windows 10, the transfer of digital licences to new pcs was bought in to cater for people whose mobo's had failed and were replacing them with like for like mobos.

It was never intended to be a way to allow users to transfer oem based licences to new pcs, but within hours of introducing digital llicence transfer, people soon discovered that they could do exactly that.

Frankly, MS are perfectly in their right to clamp down on this. If a user wants transferable licences, buy a full retail licence.

What I am more surprised about is MS have not clamped down on people running W10/11 on unactivated PCs long term.
