Yes, the absolute basic software with minimal GUI or without GUI can be as small as 230MB, but customers want an as easy to use as it gets GUI full with wizards, help files and others. Don't forget the target is Windows users, not hard-core CLI-only Linux geeks. Still I find 15GB too much, so it might need some "padding" after all.
