Games stuttering when I move my mouse

I randomly started having this issue, without even noticing when it started because I don't play that many games and thought it was just some weird performance issue in my main game (which is on an android emulator so I just thought it was being janky as usual,) but whenever I move my mouse the fps drops to basically 1.

I didn't notice it outside of games so far, maybe in task manager sometimes but I think that's just being task manager.

I recorded a video to show the issue better, I also had an fps meter but it was steam overlay so it didn't get recorded, but it was 240 and whenever I moved my mouse it dropped to 1.


^ When the window is out of focus, so I switch to something on my other screen or like task manager above it, the issue disappears and it's smooth. When I switch back it resumes.

I recently did a complete DDU for my gpu drivers and now I'm on the latest 23.3.2. I also uninstalled logitech g hub, and I updated my chipset drivers today, none of them helped.

Any idea what else I could try? Is there a way to reinstall every driver or find out what could be causing it exactly?

Ok I closed discord and that seems like it helped a bit. I didn't even have the overlay enabled, so not sure why it would have such an effect.

The slowdown still happens though, so the issue is still there. Like I go from 90 fps to 60 if I move my mouse a lot, and if I run an emulator and the game at the same time the fps goes down to 20 in the same sceanrio.
